Role Model for North Korea (북한의 롤 모델)

In the past, Myanmar and North Korea had relatively good relations. North Korea provided Myanmar with military weapons and support. However, their relations ended when North Korea planned and executed a terrorist attack that killed about seventeen South Koreans and almost, then-South Korean President Chun Doo-hwan in 1983. Although this attack strained their relations, Myanmar reached out to restore diplomatic relations when Western countries enforced multiple sanctions on Myanmar. 

The recent opening of Myanmar has garnered global attention and interests for many countries. The military junta that ruled Myanmar since 1962 has closed the country from the international community until about two years ago. The country is slowly transitioning from military dictatorship to civilian rule; however, the country still remains vulnerable as ethnic conflicts are rising, and political prisoners are still held.Other Asian countries, some countries in the EU and US have started investing in Myanmar.

The current transition in Myanmar has allowed not only Myanmar itself, but also other countries open opportunities to help the country develop. Myanmar has been very compliant to developed countries as they are interested in develop and sustaining their country. 

In May 2012, South Korean President Lee MyungBak met with Myanmar President TheinSeinat Myanmar’s capital, Naypyitaw, for the first time since the terrorist attack, signaling the first of Myanmar-South Korea diplomatic relations. President Lee planned to discuss how to increase economic ties and cooperation in energy, development of natural resources and other sectors.More importantly, President Lee Myung-bak and President Barak Obama have encouraged the country to cut all ties with North Korea in order for complete restoration of diplomatic, and bilateral economic relationship. President TheinSein agreed to cut all ties with North Korea when President Lee Myung-bak visited in May 2012.

Following, in October 2012, President TheinSein visited in South Korea for a three-day state visit that will focus on economic ties and include a tour of military-related companies. The tour of military-related companies marks an important improvement in the South Korean-Myanmar relations as it signaled the country’s willingness to move away from North Korea.

As a matter of fact, President Lee MyungBak recommended that North Korea follow Myanmar as a role model. In fact, he urged North Korea to replicate Myanmar’s political and economic reforms as a first step toward peaceful reunification of the Korean peninsula. President Lee believes that North Korea’s leadership change last year provided the nation with a good opportunity to follow Myanmar’s example. As North Korea is still isolated from the international community, the country can learn from Myanmar as this country is slowly becoming integrated into the international community and is developing. The possibility of a collapsed regime in North Korea is not appropriate to be talked about or even assumed, but North Korea could revive its economy as its first step into a hopeful and peaceful reunification. 

“Look at Myanmar. The country has a territory three times bigger than a united Korea and has rich natural resources. But its per-capita income stood at only $700, a similar size to North Korea’s, because of a long military dictatorship,” Mr Lee told reporters. “But North Korea should look at how big a change Myanmar’s opening has brought to the country recently.”

As North Korea’s current situation is similar to Myanmar’s past, hopefully, the words of President Lee MyungBak comes true in that North Korea becomes economically involved in the international community, leading to a hopeful, unified Korea.

북한의 롤 모델

과거 미얀마와 북한은 상당히 우호적인 관계를 맺고 있었다. 북한은 미얀마에게 군사 무기와 장비를 지원했다. 하지만 북한이 1983년에 아웅산테러 사건을 일으키면서, 북한과 미얀마와의 외교 관계는 끝이 났다. 당시 테러 사건으로 인해 양국의 외교 관계는 단절되었지만, 서방 국가들이 미얀마에 대한 다각적인 제재 조치를 시행했을 때 미얀마는 북한과의 외교 관계를 회복하고자 하기도 했다.  

최근 개방 정책을 시행하고 있는 미얀마는 전 세계 여러 나라로부터 큰 관심을 모으고 있다. 1962년 이후 미얀마를 통치했던 군사 정권은 2년 전까지만 해도 국제 사회와 전혀 교류를 하지 않았다. 미얀마는 지금 군사 독재 정권에서 민정 체제로 서서히 변모하고 있다. 하지만 계속 발생하는 인종 분쟁과 감옥에 갇혀있는 정치범 문제 등으로 인해 미얀마는 여전히 혼란한 상황이다. 다른 아시아 국가, EU의 일부 국가, 그리고 미국은 미얀마의 이런 문제들을 적극적으로 조사하기 시작했다. 

최근 시행한 개방 정책을 통해 미얀마는 자국의 발전뿐만 아니라 다른 나라들이 개발을 도울 수 있는 적절한 기회를 마련하고 있다. 미얀마는 자국의 경제 개발과 발전을 위해 선진국에게 매우 협조적인 모습을 보이고 있는 것이다.  

2012년 5월, 미얀마 수도 네피도(Naypyitaw)에서 이명박 한국 대통령과 떼인 세인(Thein Sein) 미얀마 대통령은 아웅산 테러 사건 이후 처음으로 회담을 가지고 미얀마와 한국의 외교 관계를 재확인했다. 미얀마와의 회담에서 이명박 대통령은 경제 관계 강화 및 에너지, 자연 자원 개발 그리고 다양한 분야에 대한 협력 강화 방안에 대해 논의하였다. 더욱 주목할 만한 사실은 이명박 대통령과 미국 버락 오마바 대통령이 미얀마에게 외교 관계 및 양국 경제 협력을 완전히 회복하기 위해서 북한과의 모든 관계를 중단하라고 요청했다는 점이다. 2012년 이명박 대통령이 미얀마를 방문했을 때 떼인 세인 미얀마 대통령은 북한과의 모든 관계를 단절하겠다고 동의했다. 


2012년 10월, 세인 대통령은 한국을 3일 동안 공식 방문하여 경제 관계에 대한 논의와 군사 관련 기업들을 돌아보았다.   미얀마가 적극적으로 북한과의 관계를 단절할 의지를 보이고 있기 때문에 미얀마 대통령의 군사 관련 기업 시찰은 한국과 미얀마의 외교 관계에서의 중요한 변화를 의미한다. 

사실, 이명박 대통령은 북한에게 미얀마를 롤 모델로서 삼으라고 조언한 바 있다. 실제로 이명박 대통령은 북한에게 한반도의 평화적 통일을 위한 첫 단계로서 미얀마의 정치 경제적 개혁을 배울 것을 촉구했다. 이명박 대통령은 작년 북한의 권력 체계가 변화되면서 미얀마의 개혁을 배울 수 있는 좋은 기회가 열렸다고 생각한다. 북한이 국제 사회로부터 고립되어 있는 상황에서 점진적으로 국제 사회로 통합되면서 발전하고 있는 미얀마는 좋은 본보기가 될 수 있다. 북한체제의 붕괴가능성에 대한 논의나 예측은 부적절할 수 있지만, 북한은 평화로운 통일을 향한 첫 걸음으로써 북한 경제의 활성화를 추진할 수 있다.  

이명박 대통령은 기자들과의 간담회에서 "미얀마를 보십시오. 미얀마는 한반도보다 세 배나 더 큰 국토를 가지고 있으며 풍부한 자연 자원을 보유하고 있습니다. 하지만 오랜 군사 독재로 인해 1인 당 소득은 북한과 비슷한 700 달러에 불과합니다."라며 "북한은 최근 미얀마의 개방 정책으로 얼마나 큰 변화가 일어나고 있는지 잘 살펴보아야 합니다."라고 말했다. 

북한의 지금 상황은 과거의 미얀마와 비슷하다. 이명박 대통령의 조언이 실현되어 북한이 경제적으로 국제 사회로 유입되고 이런 과정이 한반도 통일의 추동력으로 작용하기를 기대해 본다.
