Understanding North Korea, Part I (Propaganda) (북한 이해하기, 파트 I (정치 선전 선동))

It is vital to understand North Korea in order to effectively plan and prepare for unification. In doing so, this series therefore looks at North Korean societyin a variety of ways. Personally, I have always been fascinated by propaganda generally and communist propaganda specifically. It is absurd but plainly fascinating at the same time.Given my fascination, this article aims to shed some light on North Korea through its use of propaganda.

Purity is of special importance in North Korean culture. Prior to an official meeting between South and North Korean generals in 2006, the former mentioned that farmers are increasingly marrying women from other countries – to which the latter replied “[o]ur nation has always considered its pure lineage to be of great importance, I am concerned that our singularity will disappear”. The South Korean general dismissed these marriages as a mere “drop of ink in the Han River” to which his Northern counterpart said “[s]ince ancient times our land has been one of abundant natural beauty. Not even one drop of ink must be allowed”1. This obsession with purity is reflected through the extensive use of white color in North Korean propaganda. It is therefore not surprising that Mount Paektuand Pyongyang are commonly shown covered in snow.

“The snowstorm rendered Pyongyang – this city steeped in five-thousand year old, jade-like spirit of the race, imbued with the proudly lonely life-breath of the world’s cleanest, most civilized people – free of the slightest blemish… covering everything in a thick white veil of purity.2”

It is also interesting to note that women are generally dressed in white – whether it is Kim IlSung’s mother handing him a gun with which he would later start the war of liberation or the famous “Flower Girl” (The Flower Girl, 1972, is the country’s favorite movie2).

Furthermore, it is also possible to understand how North Korea sees its place in the world when looking at the famous picture of Bill Clinton and Kim Jong Il.

The picture in the background is no coincidence because it symbolizes the world’s harassment of North Korea which quite literally stands as firm as a rock. This imagery has been especially used since the collapse of the Soviet Union, indicating that North Korea sees itself as the last bastion of socialism.

Joseph Goebbels once proclaimed that “we have made the Reich by propaganda”, underlining that there is more to it than just plain imagery. Looking at the examples above, it is clear that this holds true especially for North Korea where propaganda plays a vital part in society. Understanding it also means better understanding North Korea – a necessity when it comes to a prepared unification.

북한 이해하기, 파트 I (정치 선전 선동)  

효과적으로 통일을 기획하고 준비하기 위해서 북한을 이해하는 것은 중요합니다. 제대로 북한을 이해하기 위해 이 글은 북한 사회를 다각도로 바라볼 것입니다. 필자는 개인적으로 북한의 정치 선전, 특히 사회주의 선전에 항상 놀라곤 합니다. 북한의 정치 선전이 기이하긴 하지만 동시에 놀랍습니다. 이 글은 저를 놀라게 한 북한의 선전 선동 방법에 대해 중점을 두었습니다.

북한 문화에서 순수성은 특별히 중요한 가치를 가집니다. 2006년 남북한 장성들이 공식 회담을 갖기 전에 남측의 대표가 점점 더 많은 남한 농민들이 다른 나라 여성과 국제 결혼을 한다고 발언하자, 북측 대표는 "우리는 조선의 순수 혈통을 항상 중요하게 여겨 왔는데, 이런 민족의 순수 혈통이 사라질까 걱정된다"고 말했습니다. 남측 장성이 농민들의 국제 결혼을 "한강에 한 방울의 잉크가 떨어진 것과 같다"고 비유하자, 북측 대표는 "고대 이후로 한반도는 아름다운 자연 환경을 가진 땅이었다. 그러니 한 방울의 잉크도 허용되어서는 안 된다"고 답했다고 합니다. 이런 순수성에 대한 북한의 집착은 북한의 선전 선동에 광범위하게 사용되는 하얀 색에서도 잘 드러납니다. 그렇게 때문에 북한의 선전 선동에 하얀 눈에 쌓인 백두산과 평양이 자주 등장하는 것이 놀라운 일이 아닙니다.

"눈보라가 평양에 불어와 5천년을 이어온 옥과 같은 민족 정신, 전 세계에서 가장 순결하고 가장 문명화된 민족의 자랑스러운 영감으로 고취되어 작은 티도 하나 없는 순백의 베일 속으로 평양의 모든 것을 감싸고 있다." 

여성들이 평소에 하얀 색 옷을 많이 입는다는 점도 흥미롭습니다. 김일성의 어머니가 하얀 옷을 입고 김일성이 해방 전쟁을 시작할 때 사용했던 권총을 건네주었다고 전해지며, 유명한 "꽃 파는 처녀"에서도 하얀 옷을 입은 여주인공이 등장합니다.("꽃 파는 처녀"는 북한이 1972년에 제작한 영화입니다.

또한 빌 클린턴 전 미국 대통령과 김정일이 함께 찍은 유명한 사진을 보면, 북한이 전 세계에서의 자국의 입지를 어떤 시각으로 바라보고 있는지 이해할 수 있습니다. 

단단한 바위와 같이 전 세계의 탄압(?)에 굳건히 맞서고 있는 북한의 모습을 상징하는 그림이 사진의 배경으로 사용된 것은 결코 우연이 아닙니다. 이런 이미지는 소련이 붕괴된 이후 특히 더 많이 사용되어 왔으며, 북한이 자국을 사회주의의 마지막 보루로 바라보고 있다는 것을 보여줍니다. 

나치의 선전부 장관이었던 요제프 괴벨스는 "우리는 선전 선동으로 제국을 건설했다"고 말하며 선전 선동은 단순한 이미지 이상의 중요성이 있다고 강조했습니다. 선전 선동이 중요한 기능을 하는 북한 사회에서는 요제프 괴벨스의 말이 사실이라는 점이 분명해집니다. 선전 선동을 이해하는 것은 통일을 준비하기 위한 필수 관문으로서 북한을 더 잘 이해하는 것을 의미합니다.
