Birth of the first female president, for building Korea-Japan relations for the future (여성대통령 탄생, 미래를 주시한 한일관계구축을 위해)

On this article, I’d like to share with you an editorial from Yomiuri Shimbun on the issue of South Korea’s first female president-elect Park, Geun-hye and her inter-Korean policy. The subject matter of the editorial is “Building a relationship between South Korea and Japan in the future with the advent of the first female president” published on Dec 21, 2012, right after the presidential election in South Korea.

First, this article shows great expectations for Park in terms of revitalization of the nation’s economy, rebuilding of Korea-Japan relations, and etc.

Also, regarding Park’s stance on the Inter-Korean policy, it quotes her commentary who said, “Forward-looking stance is seen, however, building a trust precedes a full-fledged support”

It stated that Japan welcomes Park’s victory in the election in the midst of North Korea’s continuous efforts in reinforcing long-range missile launch as well the recurrent nuclear missile development. Furthermore, it makes a request again for rebuilding Korea-Japan relations and also introduced a story of former president Park, Jung-hee, who made the miracle of the Han River possible.

Lastly, Yomiuri Shimbun quoted Japan’s new Prime Minister Abe’s announcement who expressed his wish to deepen the Korea-Japan relations on a wide range after following close communication with South Korea in order to emphasize the mutual efforts by both countries, not to disaffect either country with any past historical issues.

 

In my opinion, since it’s most important to settle the historical matters, restoration of Korea-Japan relations will always be in the state of “incomplete” without the premise that Japan, the aggressor sincerely apologizes to Korea. However, when Japan does do that, Korean people will have to accept the apology and open the door to the new era of peace. When it comes to Inter-Korean policy, the diplomatic ties of three countries, Korea, Japan and U.S. are most important thereby first requiring the restoration of Korea-Japan relations which has been worse than ever. Additionally, complete reunification of Korea will not be achieved with only idealistic conception of peace, or if either country focuses only on its national interest. For this reason, it is hoped that there will be a flexible inter-Korean policy based on principle to be practiced rather than extreme policy.

<여성대통령 탄생, 미래를 주시한 한일관계구축을 위해>

이번 기사에서는, 한국의 첫 여성 대통령 탄생과, 박근혜 대통령 당선인의 대북정책을 바라보는 일본 언론 요미우리 신문(読売新聞)의 사설을 소개해 보려고 합니다.　사설은  대통령 선거 직후인 2012년 12월 21일에 게재된 「여성 대통령 탄생, 미래를 바라보는 한일관계 구축을(女性大統領誕生　未来見据えた日韓関係構築を)」입니다.

먼저 동 사설에서는, 박근혜 당선인에게 경제의 재건이나, 한일관계 재구축 등에 있어서 지도력을 발휘하여 새로운 시대를 열어줄 것을 기대하고 있습니다.

또한, 박근혜 당선인의 대북관에 대해「남북대화재개의 전향적인 자세는 보이지만, 본격적인 지원은 신뢰관계구축이 전제」라고 한 박 당선인의 입장을 소개했습니다. 북한이 장거리 미사일 발사를 시도하는 것, 또다시 핵・미사일 개발을 진행하고 있는 것에 대하여 한미일의 연계강화를 중시하고 있는 박 당선인의 취임은 일본에 있어서도 환영할 일이라는 입장을 표명하고 있습니다.

더욱이, 한일관계의 재구축을 다시 한 번 요청하며, 국내의 반대에도 불구하고 한일국교 정상화를 단행하고 한강의 기적을 이룩한 박정희 전 대통령의 이야기도 소개 하고 있습니다. 

요미우리 신문은 마지막으로 다시 총리로 선출된 아베(安部)총재의 「긴밀히 의사소통을 한 뒤 대국적인 관점으로 한일관계 관계를 더욱 깊게 만들어 갈 것을 희망한다」는 발언을 인용하며, 역사문제가 더 이상 양국의 부정적인 영향을 주지 않기 위해서, 양국의 노력이 필요함을 주장하고 있습니다.

필자의 소견으로는, 역사문제의 해결은 무엇보다도 중요하며 가해국인 일본이 먼저 진실된 사죄를 하는 것이 전제가 되지 않는 한 한일 양국의 관계 정상화는 언제까지나 불완전할 것으로 생각됩니다. 그렇지만 일본이 진정한 사죄를 구하는 날, 한국 국민들은 그것을 받아들이고 새로운 평화의 시대를 열어나가야 할 것입니다. 대북정책에 있어서 한미일 3국의 연계는 외교상 반드시 필요한 일입니다. 그러기 위해서는 먼저 관계가 나빠진 한일관계의 회복이 전제되어야 할 것입니다. 또한 대북 정책에 있어서 국익만을 생각한다면, 또는 이상적인 평화만을 생각한다면 완전한 통일은 이루어지지 않을 것입니다. 그러므로, 극단으로 기우는 대북정책이 아닌, 원칙을 갖되 유연성 있는 대북정책이 이루어지기를 기원합니다.
