Elections & North Korea (선거와 북한)

After my summer internship with MOU, the most prominent notion that stuck with me was the lack of “unity” amongst the South Korean citizens. This conception seemed to prevail in the elections held in South Korea recently. November and December were crucial months as both United States and South Korea held presidential elections. Of course, new policies the two new presidents will implement on North Korea are important. However, with the fact that North Korea’s nuclear program is barreling ahead, now with a second, uranium path to the bomb – how could North-South relations not be the key issue in the race?


Security issues concerning North Korea have not become a major issue for South Korean voters, even after the rocket launch that drew international attention and condemnation recently. It used to be the case that major fallout from North Korea would critically affect South Korea's election. However, the most pressing issues for South Koreans at the polls on Wednesday, are similar to the ones that dominated U.S. citizens when they cast their ballots in November: the economy. According to Asan Institute for Policy Studies, less than 10% of those who voted prioritized relations with Pyongyang.


However, South Korea’s lack of concern of security issues regarding North Korea may stem from the fact that the citizens are used to the threats and rocket launches. The outcome of this election, which at this point has shown that the candidates show North Korea policy isn’t priority, is likely to have a profound effect on inter-Korean relations and on the fate of the unification of the peninsula.


Kim Jong Un has signaled an interest in improving inter-Korean relations, and making a strategic shift from prioritizing military spending to prioritizing economic development.North Korea would greatly benefit its shift to economic development with the help and dedication of South Korea. If the next government in Seoul decides to re-engage the North, the inter-Korean dynamics can improve markedly.


South Korea’s election has shown that North Korea is not as an important issue as it used to be. Such disclosure can represent South Korean’s current mindset. As I mentioned in my September 2012 article, the younger
generation doesn’t see the need of unification nor does the idea even frequently cross
their minds. Before any significant step can happen towards unification of the peninsula, the people of South Korea must unify in their mindset towards North Korea. Although North Korea does have its own government, we mustn’t forget that South Koreans and North Koreans share similar culture and language. It is only history and politics that divides the peninsula. 

 


선거와 북한

통일부 해외상생기자단 방학프로그램(인턴십) 이후, 필자 머리 속에 가장 또렷하게 자리잡은 생각은 한국 사람들 사이에 “단결심”이 부족하다는 점이었습니다. 이런 인식은 최근 한국에서 치러진 선거에서 드러난 것 같습니다. 11월과 12월은 미국과 한국에서 대통령선거가 있었기 때문에 중차대한 시기였습니다. 물론, 두 나라의 새 대통령들이 펼칠 새로운 대북 정책이 중요합니다. 하지만 북한의 핵 프로그램이 진행되고 있는 상황인데다 이제는 두 번째로 우라늄이 핵폭탄으로 변해가는 과정인데 어떻게 선거과정에서 남북문제가 핵심 현안이 될 수 없었을까요?

최근 국제사회의 이목과 비난을 받은 북한의 장거리 미사일 발사에도 불구하고 북한과 관련한 안보문제는 한국 유권자들에게 중요한 문제가 아닙니다. 과거에는 북한관련 문제가 한국의 선거에 커다란 영향을 미치는 경우가 있었습니다. 하지만 지난 12월 19일 대통령선거에서 한국인들을 가장 압박하는 문제는 11월 미국 대선에서 미국인들을 지배했던 문제와 유사했습니다. 바로 경제입니다. 아산정책연구원에 따르면, 투표한 유권자 가운데 10% 미만이 대북관계를 최우선 과제로 꼽았습니다.

그러나, 이런 대북관련 안보의식 부재는 한국인들이 북한의 위협과 장거리 미사일 발사에 익숙해져 있다는 사실에서 비롯된 것일지도 모릅니다. 현 시점에서 후보들의 대북정책이 최우선 정책이 아니란 점을 보여 준 이번 선거 결과는 남북관계와 한반도 통일의 운명에 커다란 영향을 미칠 가능성이 있습니다.

김정은은 선군에서 선경으로의 정책 변화와 남북관계 개선에 관심을 보이고 있습니다. 북한은 한국의 도움과 지원으로 경제발전으로의 방향전환에 있어 커다란 수혜를 입게 될 것입니다. 한국의 차기 정부가 북한을 다시 포용하기로 결정한다면, 남북관계는 획기적으로 개선될 수 있습니다.

한국의 선거는 북한문제가 이제는 과거와 같이 중요한 사안이 아니란 사실을 보여주었습니다. 이것은 현재 한국인들의 인식을 반영한다고 볼 수 있습니다. 필자가 지난 2012년 9월에 쓴 글에서 언급했듯이, 젊은 세대는 통일의 필요성을 중요하게 인식하지 못할 뿐만 아니라 통일이란 생각을 자주 떠올리지도 않습니다. 통일을 위한 중대한 조치들이 마련될 수 있으려면 한국인들 사이에 북한에 대한 인식이 통일되어야 합니다. 북한이 별도의 정부를 보유하고 있다 하더라도, 남북한은 비슷한 문화와 언어를 공유하고 있다는 사실을 망각해서는 안됩니다. 한반도를 둘로 나눈 것은 단지 역사와 정치일 뿐입니다.
