North Korea After Kim Jong-il (김정일 사후의 북한)

On November 8, James Person, Senior Program Associate of the Woodrow Wilson International Center for Scholars, gave a lecture with a title of “North Korea After Kim Jong-il: Politics, Economy, and Society” at Wellesley College. His talk, which was organized by Wellesley’s Advocates for North Korean Human Rights (ANKHR), mostly focused on the Wilson Center’s North Korea International Documentation Project. 

Person suggested that the unpredictability of North Korea’s behavior partially stems from the lack of information that could be accessed from the outside world. Scholars and policy makers have only North Korea’s official broadcast, official publications, and testimonies of defectors to rely on for insight into the hermit kingdom. To combat this problem, Wilson Center is currently conducting a research called the North Korea International Documentation Project. The project is executed through compiling archives of North Korea’s former communist allies—East Germany, Poland, and Czechoslovakia to name a few,—and of China as well. Person indicated that these records made by foreign diplomats in North Korea allow a much deeper understanding into its foreign relations, inter-Korean relations, domestic policies, and military developments. For instance, some of these records show Sino-DPRK tensions when there were border clashes between DPRK and China during the Cultural Revolution of China. Kim Jong-il even stated that he does not “trust the Chinese” at the time. 

Person asserted that in-depth examination of diplomatic archives are especially crucial for DPRK, because “history matters” for policies of North Korea. The Chollima Movement is a good example of such case. It was a state-sponsored Stakhanovite movement aimed to promote rapid economic development in the mid-1950s. DPRK government revived this movement in the 2000s to build a “strong and prosperous” state by 2012.

I am intrigued to find out how historical records of North Korea’s diplomatic dialogue will compare to policy decisions of the new Kim Jong-un regime. Will we see stark divergences from the time under his father and grandfather’s rule or a continuation of their legacy? The question is yet to be answered.

김정일 사후의 북한

지난 11월 8일 우드로 윌슨 센터의  제임스  퍼슨 책임연구원은 "정치, 경제 그리고 사회적 측면에서 바라본 김정일 이후의 북한"이라는 주제로 웰슬리 대학교에서 강연을 했다.   웰슬리 대학교의 북한 인권 동아리에서 조직한 이번 강연은 윌슨 센터의 북한 국제 문서화 프로젝트에 주로 중점을 두어 진행되었다. 

퍼슨 연구원은 북한의 행동을 예측하기 힘든 이유는 외부에서 접근할 수 있는 정보가 제한되어 있기 때문이라고 말한다. 학자들과 정책 입안자들이 고립되어 있는 북한 내부에 대한 정보를 얻을 수 있는 유일한 통로는 북한의 공식적인 방송 및 출판물, 그리고 탈북자들의 증언뿐이다. 이런 문제를 해결하기 위해, 윌슨 센터는 최근 북한 국제 문서 프로젝트라는 연구 사업을 시작했다. 이 프로젝트는 북한의 예전 공산주의 동맹국들인 동독, 폴란드, 체코슬로바키아 및 중국의 문서들을 수집하는 방식으로 진행된다.  퍼슨 연구원은 북한에서 거주했던 다른 나라 외교관들이 제작한 자료들을 통해 북한의 외교 관계, 한국과의 관계, 국내 정책 및 군사 현황에 대한 좀 더 깊이 있는 이해를 할 수 있다고 강조했다. 예를 들어, 중국의 문화 혁명 시기에 국경을 두고 북한과 중국이 충돌했을 때의 중국과 북한의 긴장 관계를 보여주는 자료도 있다. 김정일은 당시에 "중국을 믿지 않는다"고까지 발언했다고 한다. 

퍼슨 연구원은 북한 정책에 있어 "중요한 것은 역사"이기 때문에 이런 외교 문서를 면밀하게 연구하는 것은 북한 연구에 있어 특히 중요한 의미가 있다고 설명했다. 북한의 천리마 운동이 그 좋은 예이다. 1950년대 중반에 진행된 스타하노프 운동은 국가의 지원 하에 신속한 경제 발전을 추진하기 위한 운동이었다. 북한 당국은 2012년까지 "부강한 나라"를 건설하자면서 2000년대에 들어 스타하노프운동을 부활시켰다. 

이번 강연을 통해 나는 북한의 외교 대화의 역사적인 기록과 새로운 김정은 체제의 정책 결정을 어떻게 비교해 볼 수 있는지 더 알고 싶어졌다.  김정은은 김정일이나 김일성과는 다른 길을 걸을 것인가 아니면 같은 길을 걸을 것인가? 이 질문에 대한 답은 아직 나오지 않았다.
