   As a student advocate for North Korean human rights, I never thought that the primary objective should be the unification of North and South Korea. The human rights crisis occurs including poverty and forcible indoctrination of Kim Jong Il’s propaganda. Civilians do not have the choice to decide whether they want to worship God, Allah, or no one. How can a political move such as the uniting the two countries trump feeding the North’s population?

 

   After spending the month of August working with the Ministry of Unification, North Korean refugees, and social workers in South Korea with a team of college students from Wellesley College and Boston University, I realize that unification is at the crux of the complicated issue North Korea presents. A land geographically one is separated by metal, mines, concrete, and major differences in ideology.  Not one issue: famine, civil rights, denuclearization, and North Korea’s economic instability can be separated from one another and unification. With unification, more information will reach the North Koreans who can make individual choices regarding their livelihood and lifestyle.

 

   Outside of the Korean peninsula, not much attention has been given to this critical cause. Only when unfortunate events including the controversial Cheonam ship sinking incident of March 26, 2010 or nuclear tests happen, do major U.S. news networks begin to cover the hub of human rights violations. It is not only an issue for Korea, but also for the international community. North Korea’s volatile actions calls for preventive political and economic sanctions, not just reactive consequences like before.

 

   National unification and the North Korean issues are complicated – that’s one thing I learned this summer. With more study, discussion, and interest from the international community to make preventive sanctions, Korea should intensively prepare for narional unification.

남북 통일, 반드시 필요한가?

사실 그동안 북한 인권을 옹호하는 학생으로서, 남북통일이 꼭 최우선 목표가 되어야 한다고 생각한 적은 한 번도 없었다. 북한의 인권 문제는 북한의 빈곤과 김정일 정권의 체제에 대한 선전 세뇌와 맞물려 발생한다. 북한 주민들에게는 하나님이든 알라신이든 종교를 선택할 자유조차 없다. 어떻게 남북한 통합과 같은 정치적 문제가 북한 주민들을 먹여 살리는 일에 우선할 수 있단 말인가?

 

그러나, 이번 여름 통일부의 해외 학생 기자단 활동을 하면서 나는 인권문제를 포함하여 북한의 모든 복잡다단한 문제들을 해결할 수 있는 가장 중요한 지점에 “통일”이 있다는 사실을 깨닫게 되었다. 웰즐리 대학과 보스턴 대학 학생들로 구성된 해외 학생 기자단은 통일부 하나센터에서 북한 이탈주민과 한 달간 함께 어울리며 일할 수 있었다. 지리적으로 볼 때 하나의 국가인 남한과 북한은 철조망과 지뢰에 의해, 그리고 이념의 차이로 인해 분단되어있다. 북한의 기아와 인권문제, 비핵화, 경제 불안정 등 어떠한 문제도 각각 별개로 생각할 수 없으며, 모두 “통일” 문제와 연관되어 있다. “통일”이 되면, 북한 주민들은 더 많은 정보를 접하게 될 것이고, 그들의 삶과 생활방식을 자유롭게 선택 할 수 있을 것이다.

 

그러나 이 중요한 문제가 한반도 밖에서는 그다지 큰 관심을 얻지 못하고 있다. 비극적인 천안함 피격 사태나, 북핵 실험 등의 사건이 터질 때에나 미국의 주요 언론들이 인권 침해의 온상인 북한에 대한 기사를 실을 뿐이다. 북한 문제는 단순히 한반도에 국한된 문제일 뿐 아니라 전 국제사회의 문제이다. 북한 문제에 대응하기 위해서는, 문제 발생 이후에 취하는 대응적 조치 뿐 아니라 사전 예방 차원에서 정치적 경제적 조치가 필요하다. 내가 이번 여름에 배운 한 가지는, 통일ㆍ북한 문제가 너무도 복잡한 문제라는 것이다. 더 많은 연구와 토론, 국제사회의 관심과 지지 유도를 통해 더 철저하게 통일을 준비해야 할 것이다.
